WTO TRAINING COURSES
First ITU-WTO Workshop for regulators on telecom & ICT takes place in Geneva
Forty-four officials from WTO Member and Observer governments and ITU Member States started a five-day training course on the WTO obligations and commitments relating to regulation of the Telecom and ICT sector.

The week-long specialized training workshop was jointly organized by
the WTO and the IT Bureau for Telecommunication Development. Participants
from regulatory authorities will have the opportunity to learn more about
the WTO rules that affect their work and participate in practical,
interactive exercises on how to apply these rules.
The course starts with an introduction to the GATS with a particular focus
on the provisions most relevant to telecommunications. Participants are also
given an overview of other WTO agreements that deal with certain aspects of
the sector, such as the Information Technology Agreement, the Agreement on
Technical Barriers to Trade and the Government Procurement Agreement. ITU
also presents detailed information on its activities and resources in the
areas of effective regulation, interconnection, universal access, and
spectrum management. Participants are then engaged in interactive exercises
(including a dispute settlement simulation) which allow them to develop
practical knowledge and skills in relation to the various aspects of telecom
and ICT regulation in the WTO context. The workshop concludes with a
multi-agency roundtable discussion on the role of telecom regulation in
effective ICT strategies and an update on developments in negotiations on
telecommunications under the aegis of the Doha Development Agenda.
