Voluntary contributions, which have been on a downward trend since 2007, for the third consecutive year, reached an all-time low in 2023 with CHF 6.3 million received.

In recent years, several traditional donors started earmarking their voluntary contributions. In 2023, for the second consecutive year, the CHF 3.3 million received exceeded the unearmarked voluntary contributions, which reached their lowest level in 25 years, with a total of CHF 3 million. As a result, the donor-driven proportion of the WTO TA offer keeps increasing.

TA expenses almost doubled in 2023 compared to the previous year, with the complete resumption of face-to-face activities disrupted by the COVID-19 pandemic since 2020. However, the CHF 15.1 million of expenditure remained within the TA resources available thanks to the reserves accumulated during the pandemic. The Secretariat was therefore able to respond fully to the TA requests of beneficiaries.
