Partnerships

To strengthen local capacity in countries benefiting from TA activities, the WTO works increasingly in partnership with other providers of training or TA sponsors. Such partnerships can relate to specific programmes, such as the Enhanced Integrated Framework and the Standards and Trade Development Facility, as well as to general cooperation on TA issues with other agencies and organizations.

In each geographical region partnerships are built and used for training purposes and for conducting joint activities. The nature of the partnership varies widely, depending on the institution, the contents of any signed undertakings, where they exist, and on the agreed objectives in the partnership arrangements.

The cooperation between institutions and partner agencies is reviewed regularly with the aim of ensuring synergies, relevance and maximum value-added. The partnerships are primarily pragmatic and aimed at reducing complex procedures and arrangements often associated with formal Memoranda of Understanding.

It is expected that partnerships will:

  • enrich the quality of training and technical activities by using existing capacity, expertise and facilities, where available, at the regional level and/or in Geneva. Moreover, such cooperation will facilitate the delivery of technical assistance and the dissemination of the WTO training programmes;
      
  • achieve greater coherence among providers of WTO related training and technical assistance;
      
  • gradually transfer ownership and build partnerships on technical assistance; and
      
  • optimize the use of resources available.
