TRADE POLICY REVIEW: ZAMBIA

Liberalization consolidated but macroeconomic performance weak

A WTO report, along with the policy statement of the Government of Zambia, will serve as a basis for the second Trade Policy Review (TPR) of Zambia by the Trade Policy Review Body of the WTO on 23 and 25 October 2002.

A report on the trade policies and practices of Zambia, published October 25 by the WTO Secretariat, says that reforms launched by Zambia in 1991 have consolidated, in recent years, the substantial liberalization efforts made during the 1990s, with an emphasis on poverty reduction.

The report also says that in general, the reforms have created an environment conducive to economic growth. However, Zambia抯 macroeconomic perfomance has not been good. Inflation measured by changes in annual average consumer prices, has remained over 20% and the 2002 drought related food crisis is expected to fuel further inflation.

Trade Policy Reviews are an exercise, mandated in the WTO agreements, in which member countries?trade and related policies are examined and evaluated at regular intervals. Significant developments which may have an impact on the global trading system are also monitored. For each review, two documents are prepared: a policy statement by the government of the member under review, and a detailed report written independently by the WTO Secretariat. These two documents are then discussed by the WTO抯 full membership in the Trade Policy Review Body (TPRB). These documents and the proceedings of the TPRB抯 meetings are published shortly afterwards.
